A committee of 39 people, most of them sports writers, officially known as the selection panel, chooses the players selected. Each team of the NFL select one representative. Most of the time the representative is the best writer of the most famous newspaper in the city, although is  not always the case. As an example of this case there is Len Pasquarelli, who represents the Atlanta Falcons, but works for ESPN.com.  Also John Clayton who represents the  Seattle Seahawks and also works for ESPN.

There are 6 delegates from cities that lost teams in the NFL who have representation on the committee and a representative of the Professional Football Writers of America, which is elected every two years.
